You basically described why I stopped playing Alliance at 20, as that's pretty much what you'll encounter over the pond.
The fact that the Alliance rewards scream 'Leather boy!' (and not just because of the BFD legs looking like chaps) may have something to do with this (the more Hunters/Rogues, the higher the chance camping is attempted or worse it seems, both XP-On and Off), but I got sick and tired of basically every game having at least one guy in chat whining he wanted to farm, and ragging on newbies - who, as you say, have a more 'legitimate' claim on the bracket (which is also a reason why fielding a 24 XP-Off toon is so lame).
The plus side however is that whenever they don't succeed in camping (and I tell people to immediately say it when it happens/looms, so the gy can be cleared again by help from those elsewhere), Alliance tends to fold pretty badly. You can thank Blizzard for making Hunters so OP and making the WSG map even worse for not teaching people how to play.
As far as the whole 'well people get ragged on because of no BoA's so it's okay': no that doesn't make it okay.
While it's one of the annoying side-effects of dumbing down the game and doling out gear that makes a crapload of the content irrelevant is luckily a mistake that other designers haven't made, if people don't e.g. heal my toons because they're in Blues iso looms, it's their loss, and personally I don't mind losing XP-On games anymore as a lost game gives more Honor/XP bar (rediculous as that design may be).
