Is this item better than the crate blue weapon/Boa weapon?

I got it on my level 20 twink when running BFD. It's bind on equip, stats are:

12-17 dmg, 3.00 weapon speed
4.8 DPS
+3 Agility
REQ level 17.

Was just wondering because I know some items scale down to level 17 but have an Ilvl of 25, when it comes to BOE blues.

+1 is the only legitimate scope you can put on. But you can use the trade exploit to put any number of scopes including incendiary. Usual warnings about exploiting and use at your own risk and all that.
