Yes, dungeon drops you obtained with scaling in place should automatically get bumped up to ilvl25

Those are the rare drop green legs right? If so you need to rekill the rare until they drop and upgrade to epic quality

No. Existing ones are the same. New ones *can* upgrade to blue/purple quality when they drop.

According to wowhead scaling, 9/9 for blue and 11/11 for purple - but not 100% sure how accurate that is.

I believe magefist will NOT scale up (it is a world drop and already scaled to req level 15). Mindthrust bracers are an instance rare drop, and will scale directly to the level, so it should.

But isn't the patch out now for all regions? Just check.
