Oh crap, that explains it. The reason I thought this was the case was because I recently switched from that to the woven ivy instead of eternal will, because the bonus armor became versatility. False alarm.

Ah ok no worries. I did an extensive test of the 8 Classes I had at Level 10 at that time a few months ago and checked the Health Pot CD against each and every BoA Neck and that's how I found out only the Eternal Will was "bugged".
