This is wrong sorry to say. Someone already posted a SS of them with xp off and someone in group with xp on, and it gave them a message that went something like this, “can’t queue if someone in the group has their XP enabled”

It may still just be a bug. Maybe they're intending to implement that so xplocked cant boost xp-on.
Althought gms aren't fully credible, we've already seen 2 gm screens saying it's a bug, and I trust that more than assumptions from players.

It said that everyone in the party had to have the same XP ---> setting.
He changed his XP lock setting while he was in queue... Can you get ANYTHING right?

I'm sorry, but it IS still speculation at this time that queues are INTENTIONALLY separate. Until it comes out in a patch note, or a blue post like in years past, this is not true. It is true that BG queues are not functioning as intended right now, but we cannot yet CONFIRM why that is.

As in Xpoff and Xpon cant group into island expeditions, yes that would make perfect sense. BG would be the same.
edit- it's exactly what they should have done back when they decided to remove XP-lock from 110-119 altogether.

It’s been reported in this forum that only BGs affected are WSG and AB.
These are also the BGs that we’re given an update.
It’s my guess that during their update, they’ve rolled back unintentionally an option where XP Off/On is a thing again.
This is speculation, but the inconsistency between BGs doesn’t make sense.
