Thanks for the heads up!
Strangely enough, I don't think that will be a problem. Vocal minority and all...
all we can do is wait until the patch comes out.

This is where you and I will differ... Most of my *good* games (competitive games) come from playing against some of the better P2Ps, 24s in particular (few and far between, I know). So I don't see that as a real negative. If they all ponied up and did wargames that would be even better, but meh.
If this goes live as is Blizz won't need to be worrying about what f2ps will do, it's what everyone else will do. Personally if I was subbed I wouldn't bother with 24s, if you want an easy time facerolling it would be far more fun to go into leveling brackets with enchanted BoAs and smack the crap out of the noobs that play there. Plenty of P2p probably will do that, and the game will be hell for people just starting bgs (well, more hell than it was before), and they can say goodbye to more of those subs they're leaking.
As for me, I'll play if it's worth it, and do something else if it's not.
I dont think its gettin too worse with the 5.4 changes regarding enchants. Right now every p2p can enchant Crusader (100str procc, which is up nearly 80 percent), 35 attack power and whatnot. Dancing Steel, Windsong etc will somehow be in the same manner, i just dont see a big difference there.
The biggest changes will/would be scaling of abilities as the beforementioned Holy shock. So i will stay calm and look, how the overall class changes will turn out. Thing is, i really like f2p twinking (have a p2p acc as well) and nothing is more rewarding than beating 1-3 24s despite their way better enchants. Whats the point of pvp, if everybody is oneshotting. This is not Counterstrike.
Even if I´d play a p2p lvl 20-24 twink, i wouldnt use overpowered enchants. I like to get a reward for good gameplay and there´s naturally also much greater respect for a underdog owning people. I will deal with it, no matter how it turns out.

What worries me most is a P2P rogue with 2 Colossus.
I was just on my main (rogue) and apparently, each tick of recuperate has a chance to proc either colossus enchants.
So you would run into P2P rogues who have constantly two shields of 281 up.
no 24 rogue (remember, they are all about ganking in 2 shots) would use a defensive enchant (that procs off a defensive ability).
