Hunter Scopes?

Hunter scopes like "Lord Blastington's Scope of Doom", "Gnomish X-Ray Scope" and "Flintlocke's Woodchucker" all have level requirement of at least 80. But from my understanding it is possible to apply these scopes to an heirloom with an level 80+ hunter who then mail the heirloom to your low level twink character. This will make the scope ability scale down but still be strong and usable by your hunter twink. Is this all correct? If so on average how often do the scope abilities activate?

as of right now flintlock is bis for hunters in most of the brackets due to the amount of AP it gives. i use it on a few of my ranged boas for the hunters in my sig

Has this changed recently? because from what I know flints gave me lesser ap from the agi then gnomish. That flints might be bis is cause of the woodchucker while the raw ap from gnomish gave more ap and bigger hits?

Woodchucker has better procrate iirc
 
Alright thanks guys for confirming that scopes works, is there any site that list the proc rates so that I can compare different scopes?
 
Update: Scopes are no longer "Hunter Required" meaning, you can create a gun or bow on your level 80+ apply the scope and mail it to your alt, regardless of which class your 80+ is. (Level requirement to USE the scope still in place, so a "required level 90" would still require a level 90 alt to apply it to your weapon

Are you saying the scope doesn't require you to be a hunter anymore despite the tooltip still saying so?
 
Apparently. I applied a gnomish x-ray scope the other day to my bow using my warlock engineer that made it. There might still be exceptions. You know how the Devs are. Half assed at best. "Pretty much mostly working as intended, usually, sometimes... we'll fix it later"
 
Last night, my 80+ Hunter was the only class that could put the enchant on my BOA. I tried with a 100 Monk and Druid to no avail.

This one still lists "Classes : Hunter" so would still require a hunter. Just the same as Classes : Rogue on gear can not be used by a monk.
