That would be super cool, but its shaman.69% on my F2P Shaman, got ilvl 59 helm, ilvl 49 artifact, ilvl 44 neck, ilvl 36 bracers, just missing good rings and some tert and better 2ndary on the few ilvl 28s I use.

Damnit! I only lack the hoa pieces since I have them in my bank with traits :'( Got a "bis" harm feverflare mix leech build on my dk, and am working on a full impatient set as we speak (51% haste flat rn and I lack 2 impatient pieces)
Yeah I think haste is pretty much the underated "correct" stat for almost any spec in SL. I have yet to make a build with massive haste/mastery that does not outperform any other build. Because you can stack it so high in SL, it's just bonkers compared to BFA.

the only GFd gear that matters is GF'd mog gear3) The mog. Technically, it adds nothing to the character in the way of stats. But ever since mogging became possible, I've yet to see a completed twink without one. When you go that far to customize the guts of your car, you give the car a well-deserved paint job. Even if you choose a hideous chartreuse.
We're getting into highly contextual complexities that just don't describe the behavior of the vast majority of posters in these forums. Let's clean up the list a bit, shall we?
1) Forget grandfathered gear. Yesterday's legion invasion gear is today's Bramblewood Staff and there are a zillion grandfathered has-been BiS items stored away for whenever an old twink wants to reminisce. Grandfathered gear is great and fun and all, but if someone came back to WoW right now after missing everything at the beginning of SL and put together a non-grandfathered BiS toon, I'd have a hard time arguing against that being 100%.
2) Consumables. Too contextual in their use.
3) Different gear sets. Also too contextual. Every twink has one go-to base set, and that's how we judge % complete.
With those out of the running, what do we keep?
1) A viable, 100% base set. There are multiple ways to get to 100%, but the look-at-my-armory base set needs to completely stand on its own feet.
2) Tert stats, for the same reason that people sought perfect Revelosh shoulders over the imperfect variants. Even though tert stats are not relevant in some contexts, a twink doesn't feel 100% if the BoEs are missing terts.
3) The mog. Technically, it adds nothing to the character in the way of stats. But ever since mogging became possible, I've yet to see a completed twink without one. One of the ways we can tell a twink is 100%, is when that character sees a precipitous drop in playtime. Drayner called it the "Fishing Hat Curse", since OG 19s often got the Fishing Hat last in their quest for BiS, and then the newly-hatted character didn't get as much playtime as the next twink project. I see that recur to this day. Unless you're part of a consistent, organized-with-compatriots group activity for your twink, your 100% twink spends more time glittering on the shelf than battling in the field.
