How to: Loot Destiny, Hand of Edward the Odd, and Skullflame Shield under Level 20. (lvl 13 i21, lvl 18 i27)
No, this is not a Troll Post. It’s time.
There are 14 mobs outside of LBRS/BWL. They have a 15 minute respawn.

These 2 mobs are Blackrock Spires mobs with LBRS Loot Tables, that happen to be outside LBRS. The outside Zone is Burning Steppes, and these mobs scale to level 15 min.
These mobs can drop many “t3” Epics. Drop rate is estimated to be 1 Epic per 5k-25k kills. All of their loot can scale to a looter level of 15-18.
Level 15 loots lvl 12 i21 Epic BoE World Drop Armor, and lvl 13 i21 Epic BoE World Drop Weapons.
Level 16-18 loots lvl 17 i26 Epic BoE World Drop Armor, and lvl 18 i27 Epic World Drop Weapons.
The next scaling of Epic World Drop Weapons lands at lvl 21 i29, looted by 19-21, unusable for a Level 20 Twink.
Confirmed drops:
Sash of Mercy, Helm of Narv, Jeweled Amulet of Cainwyn, Myrmidon’s Signet, Lifestone, Axe of the Deep Woods, Dwarven Hand Cannon, Krol Blade. Elemental Mage Staff, Brain Hacker, Stockade Pauldrons.
Cloudkeeper Legplates (obtainable inside LBRS on a 20, i28)
Destiny
Skullflame Shield
Hand of Edward the Odd

How did we figure this out?
Xpoff user @Fang recently looted a lvl 21 Hurricane from https://www.wowhead.com/npc=24818/anvilrage-taskmaster outside of BRD on a 20 and shared this with the twinking world via thread: https://xpoff.com/threads/world-drop-farming-compendium-ilvl-28-boes.95489/page-20#post-1293450. This is a Dungeon known for dropping “t2” epics for 20s. As an experienced Uldaman farmer, I instantly recalled the mobs outside of Uldaman and Scarlet, which drop Zone BoEs of their Dungeons.
During this time, I was working with @creepyjoe and @dANNN on Cataclysm Blues. @creepyjoe saw the pic of @Fang BoE drop and decided to see if he could loot an Epic in front of BRD on a 17. He ended up looting a level 17 i26 Freezing Band, and showed me. The first thing I thought of was the Scarshield Mobs in the hall leading to BWL, which have Wowhead data that they dropped a Blackrock Spire Quest Item long ago. So I sent him the link to them, and said try these. And so he did. And he looted a lvl 18 i27 Axe of the Deep Woods, a “t3” Epic Weapon. We informed our trusted friends @dANNN and @gelens on EU. We set up our farm, and eventually looted more Epics. It took many hours farmed, thousands of kills, and many Epic drops to finally see Destiny and Skullflame Shield.

Some more exploration on the subject leads to some possibilities.
It is possible to scale Dungeon Specific Zone Blues under the Dungeons req. level in some cases. We were able to loot BRD Zone Blues scaled to 15.
Can we loot any Epics in front of Scarlet Monastery/Maraudon or somewhere else on a 10? What drops from Mobs tied to Sunken Temple? Are there any other useful Dungeon BoEs or Epics that could be just out of reach but possible with this method, for levels other than 20 Twink?
Is Cloak of Flames usable by 20 unobtainable post-BfA? What about Teebu, and Alcor's Razor for FtP who can't Pickpocket to target them from Junkbox?

Since at least as early as 9.1, Players have not been able to loot Classic Epic BoEs from World Mobs, until around level 40+. Reaching 50 seems to allow any Epics to drop from nearly any Classic Mob.
20 and lower characters are still able to loot Classic Epic BoEs in Dungeons and from Emerald Encrusted Chest. These sources follow a Loot pool based on original level.
The only places known where higher level “t3” drops for 20 are LBRS and Sunken Temple.
