EU+US How ilvl affects your gear in Legion FYI

would make sense for making it ilvl 800+ to take effect btw.

Here's a blue confirming that lower level brackets will also be affected http://us.battle.net/wow/en/forum/topic/20743024723#10. Of course, they could've changed their minds between then and now, but I kinda doubt it.
Time to make 80 twinks, we can get multiple ilvl 400 pieces and ilvl 300 pieces. The 80 bracket will have the biggest ilvl gap, that is if the ilvl bracket is considered to be from 80-84 at least.

#1 - There are no half Brackets anymore.
#2 - 80-89 won't remotely be the Bracket with the highest gap, either 90-99 or 100-109 will be.

At this early point in Beta, it's looking like 90-99 will have something like (120-150) iLvL gap and 100-109 might be even higher due to the Artifact Weapon alone.

Do we know what the ilvl caps will be for all the brackets? Read somewhere that it would be close to what heirlooms scale to

That's what the static iLvL Blizzard assigns each Player entering a BG, not what the max iLvL that can be achieved. For 95-99% of the population it'll be roughly equivalent to what iLvL an Heirloom is at x9 of each Bracket. That means for 90-99 iLvL 600 (it's currently scaled to 590). Once 7.0 hits and the WoD (3) is removed all 91+ will be capable of a full set of 715's with 705 Weapons, but it gets better. There are already in Wowhead's database iLvL 800 BoE's that have a Level requirement of 98, meaning that for certain slots a 98-99 will be capable of +200 iLvL over the overage Player.
 
The PVP blog was written from the context of max level pvp. They don't mention low level pvp at all, and they are intentionally doing things to prevent shenanigans already. I don't think they will allow low level players to leverage ilvl in the way they are going to let max players leverage it. They're merging the brackets, they've killed twinking with the stat templates. This doesn't seem like it's going in the direction you want.

I meant; do we know the exact ilvl that the ilvl of your gear has to be higher than, to give you a stat increase?

The link you posted is over 2 months old, addressing a question posted specifically about low level pvp. The PVP blog was released 2 days ago and discusses pvp in the context of max level only. The honor system is being implemented at max level range only, makes sense that they develop only the max level ilvl scaling tech, since it's obviously going to be broken for lower levels (unless they remove/patch all the high ilvl items, which means that you won't get anything out of having them anyway). You can be 100% sure this expansion that there will not be anything for twinks to exploit.

They're putting you in the same BGs as everyone else, FFS. They segregated you because they couldn't remove a gear advantage without ruining the spirit of the game. Now they can, because gear no longer offers an advantage specific to said gear. It's just a scaling tech not yet implemented they can easily decide not to implement fully for low levels.

Until you get some new information, you should probably stop counting on being able to exploit the new system. I mean, that's what you guys are doing here, counting on that to keep enjoying twinking in Legion.

Lol man your just living in the past you and others who say "oh 3.2 was the peak of twinking like dude get over it, ya twinking might drop a little come legion but twinking was not dying at all your just living in the past, your the 40 yr old man that's still gloats about his glory days in high school, you need to get over that and you need to change with the system or you get left behind which you did. I agree that twinking is becoming dumbed down in this bracket but no it's not dead, it's just hitting a speed bump
