How does twinking work in PrePatch

Iv been tryin to find a current thread but it seems like everyone already knows what's going on and i feel lost lol. Does XP off work now or is twinking ran by F2P still? Let me know if there's a thread for this. Sorry if I missed it.

currently ran by the 20's bracket so yeah F2P and vets, lots of items scattered around expacs are broken, but first off you wanna get your HoA, theres a thread for that, please do not make a new thread lol. secondly is probably gonna grab your artifact weps, then gearing from then on is kinda a wild card, once u hit 20 make sure to do the quests that gives you your head and shoulder azerite pieces, I got full BC gemmed gear atm so thats what im rocking, but some people are using WoD rare items that are ilvl 50 and the legion gear
 
Yeah right now, I have the Heart of Azeroth (no azerite pieces but I'm almost there) and I have all 4 legion ilvl 50 pieces, and after azerite pieces I'm going to fill last slots with socketed gear
 
If your looking to play xpoff bgs, the only ones that seem to me like they didn’t get gimped that bad would be 70. They scaled to 27, and secondary stats are quite high. All the other previous twink levels like 80, 90, 101, 110, all got nerfed to nearly bottom of bracket and don’t have that great of secondaries

How are you getting HOA at level 20? I can't even get the HOA quest on a level 49. And the 4 ilev 50 pieces from legion quest storyline completions? Looks like you have to be 45 to equip them. Im getting ilev 24 junk from the valsharah quests. Even the bg win chests are giving ilev 25-26 gear. Totally confused. Along with the 5 min cool down blanket nerf to potions, this is the worst mess I've ever seen for f2p 20s.
