How do I lvl up my artifact weapon?

Heya
I'm a vet returned to play F2P, and have a hard time figuring out all the new stuff since TBC.

First of how do I lvl up my new-found artefact weapon, as it's dps is less than a lvl 20 green boe currently?

Secondly, as an Alliance toon how do I unluck the KulTiran race... cannot seem to figure out how to start the right quest chain... especially what Chromie time zone to go to?

Please enlighten me
