BG ilvl 27 shield is BiS. Any ilvl 24 shield (heirloom, redbeard, etc) is right behind it.

As with pretty much everything involving GMs, the trick is to keep trying until you find that one GM who does it. There has been quite a few confirmed succesful delevels recently.

To be fair, wowhead isn't completely up to date with new items and where to get them. Their search will leave out a number of items.

You're right, it looks like it doesn't show items from Battleground Chests or invasions at all.

Random sidenote though: I found this shield while filtering for low level shields added in legion http://www.wowhead.com/item=138831/shield-of-light

correct me if I'm wrong, but don't you just need an offhand to get a bonus/stats, meaning the ilvl 70 rose is BIS, then if they do change the white items from giving stats furbolg medicine pouch would be the next highest (even for classes that use shields?)

I must not have noticed any armor difference with both. I remember testing this early on and didn't see any armor different inside of instanced bgs, but I might have just not noticed! Disregard my post then.
