I'm currently testing this on my lvl 39 Tauren Arms Warr. (I don't have any scripts that alter Gear Stat Amounts, or change Item Icons. I for one don't even have a clue that these exists honestly, brought it up just incase people start to make theories about that also now.)
I've gotten multiple arguements saying ilvl boosts gear stats, and there being a "max ilvl" for each bracket, i'm here to debunk this, whether true or not. Average ilvl and Equipped ilvl stats are from battle.net armory itself.

Along w/ all of this, I had tested if Armor/Weapon RARITY had any part in increasing gear stat changes in PvP - Bgs/Arenas on 39 Outlaw Rogue. And this is what I have gotten.

Also, as said in Dev Watercooler: Gearing up for Legion PVP Brian Holinka said: "Players would understand that their stats didn’t come from gear, but that the quality of their gear does matter. Currently, we’ve tuned the system such that for every point above item level 800, your stats are increased by 0.1%. This means that someone with item level 900 gear is only 10% stronger than someone with item level 800 gear. For comparison, that’s roughly the same increase that a mere 10 item level increase gives in Warlords of Draenor. This allows us to make getting gear feel good in general, while shrinking the power gap to an acceptable range."
This means what it says, until an individual item slot on your character, has an item that is ilvl 800+ the 0.1% stat increase SHOULDN'T factor in for lower ilvl.
