A large majority of the time i've seen him in bgs, all he does is start useless fights with people and trash talk. Not to many months ago maybe 4 he went off on people for using chants talking about how scummy it is. And now he is playing 29s. i don't know he might be a good guy for all i know. I've just had lots of negative experiences with him.

That is the part of being realistic, and the fights aren't as "useless" as people think. If you've done a mistake he will let you know. As far as i know he never pulls up random fights, he appoints mistakes. That is something that helps, if you want to improve, because as you know the real challenge of growth in life and in here as well, comes from when you get knocked down.

BM is basically a moderator of a particular section, they will have the ability to lock and sticky threads... Things might have changed now but that was the functionality of the old Brack Manager role, it's just a moderator with restrictions.

If that's the case then it would make sense to have 2 positions in a bracket, Bracket Manager (a moderator who is restricted to a single bracket, but can overrule general moderators within that forum, as they know the community better), and Bracket Coordinator (no moderator priviledges besides sticky, and is responsible for organising community events), that way one person wouldn't end up on people's bad side for one job, while trying to be on everyone's good side for their other job..
