4 pvp power is 2.7% damage 1.9% healing, it's better than 3 agi 7 armor imo

Unless you're a healing spec, then its 1.9% healing and 0% damage.

For non-agi classes, PvP power is probably best. Perhaps Gift of Verse if you like movespeed.

For agi classes, shadow armor isn't as much damage as pvp power, but you get armor as well. Theres also a solid chance pvp power gets nerfed soon, so we may end up not using it anyways.

Unless you're a healing spec, then its 1.9% healing and 0% damage.

It does give the full 2.7% healing for healers.

Changes a bit with different specs, but i thiiink how it works is:
Full damage, ~70% healing for hybrid specs (Shadow/Moonkin/Ele at least, not sure about others)
Full damage, ~40% healing for other dps and tank specs
0 damage, full healing for healers

The 70%/40% numbers might be slightly off, but it's something like that - hybrids definitely get a bit more healing out of it than some other dps specs.
