Can't seem to find the scaling of Victor's Robes - Item - World of Warcraft.

defias belt and wendigo collar isnt obtainable by f2p, but just about any belt that gives the stat agility only should scale to 10 agility

However, Defias belt is available to level 20's.

Tia's ring gives 7 agility, and Tarantula Silk Sash gives 13 stamina.
