you can double check the stat(29) in your heirloom tab when you enter a bg by mouse over it.

Mutineer's cloak is better:
5 Armor
+7 Strength
+7 Stamina

or for tanking Stonemason Cloak scales to:
5 Armor
+5 Strength
+8 Stamina
