As of right now, 1 ilvl = 0.1% change in stats.
A fresh level 19 and a fully grandfathered character are probably going to be about 1% different in terms of total stats/damage.
They're changing it to cosmetic only, no longer actual items.

Indeed, nothing is set in stone as of current - will be interesting to see what the Beta brings to the table.My guess is that the PvP levelling gear that was datamined will be placed into strongboxes and will replace much of the current gear, which includes grandfathered gear.

I wish they'd just cut the cord and keep pve gear out of the equation entirely. If they let pve into the equation at all, you know they'll just mess it up.
Like you enter pvp mode with a pvp set, and then you can unlock items, with different itemizations, to min/max different builds. For instance, say I want a crit warrior, I spend my honor to unlock crit items for my account.
This way, pvp players don't have to set foot into pve if they don't want to.

I was lead to believe that the advantage of an ilevel boost is to be roughly 1/10th of what it currently is....
So if a person today is 10% stronger than another player, in legion he should merely be around 1% stronger. Just what I heard through some of the wording but it obviously is not known nor backed up in stats at this point to my knowledge.
I believe yes gear will still matter, however it won't matter merely as much as it does today.
Not going to lie, I find it rather unintelligent to assume that high ilevel items will be useful to 19s in this extremely advantageous way. The game as of 2010 or so has taken the best attempts at fixing advantages such as these and should something like this make it in game, it would only be for a matter of minutes. Although yes mistakes do happen (bottled tornado, Enti's, 70 poisons on 19 daggers) they are fixed most of the time and quite promptly at that. Blizzard is well aware that there are communities looking to take advantage of every change they make and they're often quite great at fixing said problems before they become a possibility. I'm sure as soon as someone brought up the idea, someone instantly said "So could low leveled players get their hands on high ilevel items such as dark shammy and be op and break the game" and a simple fix was probably given instantly.
