Every character can do these raids, even a level one.

This is how it works on the PTR atm. All of my flying only mounts now function as ground mounts, on top of that, my level 20 can ride them w/o the required licenses.

Don't say that... I might have to grind for these dumb flying mounts then :/ I rly don't wanna grind anymore..

Exactly, PTR is the prepatch. 6.0.
I am sure this was done because many people were complaining about not being to fly in Warlords. So Blizzard gave this bit of compensation.

Well, with the old world player damage buff, grinding old content will be easier than ever. I crit the LK for 2.4 million on my t16 pally.

Me and Felix and Dragon 3 manned the once bitten twice shy. You'll need 2 ~550+ dps and a discipline priest/holy paladin and then you just bite the f2p and keep it bubbled, we had no issues first try. You could also use more lower ilvl dps but honestly 550 is pretty low ilvl for the moment, I was ~570 shadow and Felix was like 545 BM iirc.

It's supposed to make soloing old content on your -max- level toons easier. Your damage basically works as if it was never squished. No idea how they do this, tbh.
