You can also obtain it in Northrend's fishing contest-thing.

So I can do the quest 5 times..I'm afraid that I'm a bit confused about how you repeat the quests for the 5 tries.

you can only complete the quest once every day

They're called "Daily" quests for that reason. If you don't get it the first day, try the next, and so on.

Whether not these quests will get the blue hat faster than lfh is unknown.

Alot have gotten the hat first try thus far. Worst ratio ive seen is 3 to 1

I guess I'm just not understanding. I know what a daily is but is there more than one spot to get a fishing daily (I have never been big fishing on my main(who does dailies))?

In general, you can do dailies every day, no limit. In terms of getting WBFH, the only daily quest I know of is in Stormwind/Orgrimmar.

The daily quest is to gain the current Ultimate BiS for helm slot, Weather-Beaten Fishing Hat.

It makes boa helms, goggles, and lucky fishing hat entirely below it.
