It's the Legion Pre-Patch, that mean Blizzard is working realy hard on the Legion Expansion to make everything perfect.
How sad wold it be if i released it and you were to late to mog your twinks cuz bliz fixed already, Pretty sad huh?
I may release it after the legion invasion or after a couple of month in Legion.
But relax, i'm not that selfish as you think .

Oh ye, thats me , There was also a way to reset the cooldown of the toys, so its only a global cooldown, pretty awesome huh?

I'm able to mog the complete set on my main 100. Does it maybe have something to do with acquiring the full set with Nethershards on your main, then it'd be available on your lower toons too?

I't s third party software program called Ferib's Pumpkin Toolkit, like all other third party program exploits you have to open WoW in 32 bit mode (can be done through battle.net settings). It's a cheat, it is also how the toys cooldown can be reset as he bragged about a moment ago. It can be used to bypass level requirements. Fast enough for you @artonkn?
