EU+US Farming lvl 28 Blue Items

So I have been trying to find a good place to farm lvl 28 world drop blue items.

Best so far is the hyper crimson whelp farm in wetlands but i'm having issues getting a blue item to drop for a lvl 20.
Farmed for 5 hours today with a lvl 100 class trial monk on a second account. The monk got a lvl 60 version of almost every blue item in the game but my lvl 20 got nothing. (plenty of greens and pets however)

Is this just bad RNG or is there some reason I wasn't able to get any?

Since the zones scale up to 60, the high levels are going to get drops for around level 60. Grouping with a high level also appears to influence things (no carries).

If you want level 20 gear, you have to farm on a 20 (or something close to level 20). I don't know if anyone has figured out the exact way your level influences BoE drops, but I think some people were looking at making a lvl 24 farmer to try and get lvl 20 gear. Grouping with other 20s would be the best way to farm though - just make sure to have a system setup for who gets what loot.

20-24. It's every 5 levels so 25-29 it will scale to 25.

Also suggestions you could try.

Using multiple 20s.
Never open loot on high level char.
Free for all or group loot differences aning with the above.

I’m away for the weekend but will be back into it next week.

Will try to get a party of lvl 20’s going to see if it makes a difference.

I’m thinking it may be worth still having a high lvl monk there not in the party and not hitting anything. Just placing a statue down every 15 mins to draw everything in.

It’s a lot slower going, but Gnomer would be your best bet for ilvl 28’s. Don’t worry about doing bosses, just keep clearing trash mobs.
