It's an old grandfathered enchant. It was originally +81 healing, then over the expansions with all the stat squishes the enchant has been left where it is now and also changed to spell power instead of healing.

Nah if u looted and equiped it pre-all the nerfs it says lvl req 30 but u can still equip it on and off

Yeah, good thing you looted it before it was grandfathered haha. Do you happen to have any parsing of your character to share? I'm curious to see how much damage your Elemental Force procs would do with that setup!

Another question: do you weapon swap to a 2hander for harpoon and raptor strike or just always play with dual wield?

(If you don't mind answering of course, if you don't want to that's fine)

I use x2 ele for ranged matchups i rly only go 2h when cc:ing people
