Intro:
Ahoy! After :monkaGIGA: 4 years, I have returned to WoW and F2P twinking. The first thing I've done of any substance is get :monkaOMEGA: Amnesia and put three sockets on it using settings. There seemed to be some confusion on here about how to get (***)settings in particular, and when I tried I was also confused but I have figured it out, and this post is to share what I have learned. This includes the fastest way to get all your settings if you haven't done any Dragonflight JC yet, and, everything you need to know to "rescue" your character if you have already tried and gotten stuck. "Rescue" might be a bit of a strong word because the vast majority of the time you can muddle through crafting a (***)setting, but this guide will help you to do so most efficiently. Without further ado...
Actually, just a couple important things ado:
  • Profession knowledge (kn) cannot be refunded IN ANY WAY. If you misspend it you must get more, which is doable but after a certain point takes a lot of time.
  • A (*)setting can only put the first socket on your necklace. (**)Settings can do the first or second, and (***)settings can do all three.
  • Concentration regenerates pretty slowly (1 every 6min, 10 per hour, 240 per day), so using it willy-nilly may frustratingly delay your crafting.
  • GatherMate2 is useful to see where nodes can be on the map. You'll have to collect the node data yourself because it looks like the author hasn't updated the importable data.
  • TomTom is useful since you'll be running around and collecting a lot of things.

Part 1: 138 skill
(***)Settings have a recipe difficulty of 275 which means you have to be able to hit 138 skill before concentration to craft them. As the tooltip says, skill comes from many places but what places varies between recipes. This should be a comprehensive list of everything that provides skill for crafting (***)settings and how to increase the skill you get from those sources. Once you have at least 138 skill you can use 299 (at most) concentration to craft a (***)setting.
Section 1.1: Miscellaneous
Leveling JC will be discussed in-depth in Part 2.

Section 1.2: Knowledge
  • Every knowledge point in the "Setting" specialization contributes 1 skill, up to 30 max (which is also necessary to learn the recipe at all)
  • Every knowledge point in the "Jeweler's Toolset Mastery" specialization contributes 1 skill, up to 40 max (30 + the +3,+4,+3 bonuses at 5, 15, 25 kn respectively).
  • At 20 knowledge points in the "Enterprising" specialization, you unlock the recipe for Illustrious Insight which adds 30 skill when used as a finishing reagent. I have included it under the knowledge section since you only gain access to them after spending knowledge and they only require Artisan's Mettle to craft, which you get from gaining knowledge.
Wowhead has comprehensive list (< start here) it's a list of almost every way to gain profession knowledge. The only one missing is that you can get +1 knowledge items from Expedition Scout's Packs. The rare mobs, dragon shards, and profession trainer weeklies are inaccessible to F2P's due to lvl cap. Other than those, the rest are pretty accessible and self explanatory, except for the renown rewards and the Artisan's Consortium notes. Both are basically rep grinds, I didn't bother with the renowns since the JC knowledge comes at renown 14 or 35,000 rep. The first Artisan's Consortium note however, is available at "preferred" or just 500 rep. The only way I could find to earn Artisan's Consortium rep was "one time" quests. Some quests can only be completed once per warband, others can be repeated on alts. If you have lvl 20 alts, like maybe because the warbank used to work for F2P's Cryge, you can do all the alt repeatable quests. If you don't or that doesn't get enough rep for you, a quick way to grind rep is to make a Pandaren Death Knight (PDK). Go straight to the dragon isles, do the intro quests to progress to Quality Assurance (kill 10 adult dragons, talk to other faction representatives), learn JC from Misty (sitting on the red covered wagon in Wingrest Embassy), then do whatever quests to get enough gold to fly to Valdrakken for A Craft in Need. This process also gains a bit of Dragonscale Expedition and Valdrakken Accord rep but can obviously be optimized to target those.
Section 1.3: Reagents
  • (*)Quality reagents do not provide any skill.
  • Each higher quality reagent provides a whole number increase in skill, however, each subsequent reagent does not always provide the same number.
  • The information about (***)quality reagents is partly conjecture since I was only able to check 1 (***)Eternity Amber, and 5 (***)Silken Gemdust. They do provide on average double the skill increase (see previous bullet) but other recipes seem to also simply get double skill from (***)reagents, prospecting, and crushing for example.
  • A (**)Shimmering Clasp provides 1 skill, (***)Shimmering Clasp provides 2.
  • 20 (**)Eternity Amber provide 18 skill, 20 (***)Eternity Amber provide 36.
  • 12 (**)Silken Gemdust provide 15 skill, 12 (***)Silken Gemdust provide 30.
Getting higher quality reagents is basically the same issue as getting higher quality settings, you need to hit some skill breakpoint for the recipe that produces the reagent, or use concentration to force the next quality level. Likewise we can pursue this skill breakpoint the same way, the Misc. sources still provide skill, Knowledge points spent in specializations do too depending on which specialization and recipe, and finally reagents still contribute to eachother's skill. The following spoilers basically have iterations of all the information given so far, adjusted for each individual recipe. Also, mining recipe breakpoints work a little differently, they are when you stop receiving (*)ore and start receiving (***)ore.
  • Serevite deposits of all kinds have a skill breakpoint of 115.
You gain Serevite deposit skill from:
    • Misc. sources
    • Knowledge sources:
      • Mining Process, up to 45 max (35 + the +10 for learning the spec (0 kn spent))
        • All 3 sub-specializations, 10 (+5, at 5 kn and 20 kn)
      • Metallurgy, up to 50 max (40 + the +5's at 15 and 25 kn)
        • Serevite sub-specialization, 70 max (40+ the +10's at 0, 10, and 30 kn)
      • FOR ELEMENTAL DEPOSITS Mastering the Elements, 60 max (50+ the +10 at 45 kn)
        • The 4 sub-specs of Mastering the Elements also offer 40 max skill for nodes of their element.
  • Draconium deposits of all kinds except rich have a skill breakpoint of 155, rich deposits have a breakpoint of 270.
You gain Draconium deposit skill from:
    • Misc.
        • Draconium sub-specialization, 70 max (40+ the +10's at 0, 10, and 30 kn)
      • FOR ELEMENTAL DEPOSITS Mastering the Elements, 60 max (50+ the +10 at 45 kn)
        • The 4 sub-specs of Mastering the Elements also offer 40 max skill for nodes of their element.
  • (**) has a skill breakpoint of 133.
    (***) has a skill breakpoint of 265.
    You gain prospecting skill from:
    • Misc. sources
    • Knowledge sources:
      • Jeweler's Toolset Mastery, up to 40 max
      • Enterprising, up to 30 max
        • Prospecting sub-specialization, up to 30 max
    • Reagent sources:
    Concentration cost formulas:
    • (**): C =-0.76335877862595*(skill)+150.763358778625
    • (***): C =-1.1374045801527*(skill)+450.27480916031
  • (**) has a skill breakpoint of 133.
    (***) has a skill breakpoint of 265.
    You gain crushing skill from:
    • Misc. sources
    • Knowledge sources:
      • Jeweler's Toolset Mastery, up to 40 max
      • Enterprising, up to 30 max
        • Prospecting sub-specialization, up to 30 max
    • Reagent sources:
      • Any 3 (**)uncommon or rare gems, +33
      • Any 3 (***)uncommon or rare gems, +66
    Concentration cost formulas:
    • (**): C =-0.76335877862595*(skill)+150.763358778625
    • (***): C =-1.1374045801527*(skill)+450.27480916031
  • (**) has a skill breakpoint of 100.
    (***) has a difficulty of 200.
You gain Shimmering Clasp skill from:
    Concentration cost formulas:
    • (**): C =-1.0204081632653*(skill)+151.02040816327
    • (***): C =-1.5050505050505*(skill)+449.50505050505

Section 1.4: Concentration
  • You have 1000 per character, per profession.
  • You regenerate 1 concentration every 6 minutes (10 per hour, 240, per day).
  • The concentration cost to upgrade a craft is linearly related to your skill with that recipe, see the recipe spoilers in Section 1.3 for the formulas for each recipe.
  • The setting concentration cost formulas are:
    • (**): C =-0.73529411764706*(skill)+150.735294117647
    • (***): C =-1.0955882352941*(skill)+450.19117647059
There is no way to get more concentration or regenerate it faster, which means you just have to use it efficiently ("have" you don't really need to but just to save you some time). You can do this by only using concentration on fewer more important recipes where the outcome is guaranteed. Basically, unless you're prospecting Crumbled Stone for (**)Eternity Ambers don't use concentration to prospect. More on when to use concentration in Part 2.

Part 2: Putting It All Together (direct how-to guide)
If you read part 1, you've probably realized that there are a ton of ways to reach 138 setting skill, so, we have a decision to make. Do we want to make our settings as fast as possible, or do we want to preserve our JC knowledge for future-proofing since it's permanent and irreversible. I chose to go fast because I think the other parts of Dragonflight JC becoming relevant after the expansion has already been level squished down to us is pretty unlikely. I am frankly kind of new to twinking though, and if you want to preserve your knowledge, it should be possible with lots of Nozdorite to level JC, maybe an Illustrious Insight from another profession (though you probably would have to spend knowledge on that prof to get it), and lots of concentration (and thus time) spent on reagents. Anyway, we're gonna go fast, and not worry about the future too much .
Section 2.1: Setup
  1. Pick up mining from Grun (Waking Shores) or Sekita (Valdrakken) and JC from Misty (Waking Shores) or Tuluradormi (Valdrakken).
  2. Buy a mining pick from a blacksmithing supplies vendor, and equip it.
  3. Complete the following quests:
We're taking Populous Pack of Castoff Cloth and Bag of Cloth Armor Reagents because we're going to use the Wildercloth inside to craft Pounce and Blotting Sand later.
Section 2.2: Mining
  1. Turn on War-Mode in Valdrakken.
  2. Fly into Zaralek Cavern and save a flight point (yes you can just fly in there).
  3. Mine everything until you hit lvl 25 mining. You can stay flying as you mine if you are above the node (mount wings are flapping).
    • Add in the green route if ore isn't respawning fast enough. Circled in red are seam nodes, the one closest to the flight point is Draconium most often.
      Zaralek Cavern mining.jpg
  4. Once you have lvl 25 mining, use any knowledge items you have gathered, and leave Zaralek to talk to Bridgette Holdug for another +10 knowledge.
  5. Assign mining knowledge in this order:
    1. 15 in "Mastering the Elements".
    2. 10 in "Mining Process" (at lvl 50 mining).
    3. The rest in "Surveying" (sub-spec of "Mining Process").
  6. Mine until you have 1000 total ore across type and quality. Overload elemental deposits when you can to gain mining knowledge, but beware taking the titan-touched portals.
To try to avoid a leveling choke in jewelcrafting, we need to maximize the amount of Rousing Earth and Rousing Fire we gather while mining. To do this we need to get mining knowledge as fast as possible to get the rousing essence bonus from "Mastering the Elements" and the perception increases from "Surveying". Thankfully "Mastering the Elements" does double duty by also providing massive cooldown reduction for overload elemental deposit. Overloading each type of elemental node (Serevite/Draconium doesn't matter) grants one knowledge. Mining each type of node (Serevite/Draconium does matter now for mining) also grants one knowledge per type, and this is why we're mining in Zaralek. It's the only F2P accessible zone that has metamorphic nodes, in addition, it's contested territory so infurious nodes can also be found if we have War-Mode turned on. Finally, Zaralek has several seam spawns and a sometimes shocking rare node density which not only increases ore yield but hastens mining leveling.

Section 2.3: JC to 27
  1. Prospect all of your ore except 4 serevite, 3 draconium and at least 30 Crumbled Stone. This will get you to lvl 15 JC.
  2. Craft one of every recipe in the order you learn them until you reach lvl 20.
  3. Craft at least 2 more Frameless Lens (resulting in 4 lenses) until you reach lvl 21.
  4. Craft a Bold-Print Bifocals, Left-Handed Magnifying Glass, and Sundered Onyx Loupe. This should lvl you to 27.
The ore we save in step 1 is used in step 4. We're crafting one of every recipe in order to gain profession knowledge, but we get enough from other sources later that we can ignore the recipes that use reagents we'd have to make special trips for (rousing air, rousing frost, and chromatic dust). We crush the gems in that order because we need 20 Eternity Amber per setting although they are more common than other gems and can be prospected even more often from Crumbled Stone, and lots of recipe's need shimmering clasp so we need to preserve Mystic Sapphire for those. Frameless Lens are one of only a handful of recipes that turn yellow at 20, and are necessary reagents for step 4.
Section 2.4: JC to 54
  1. Talk to Pluutar for +5 knowledge, then collect the JC knowledge treasures totaling +33 knowledge.
  2. Assign 20 knowledge points into "Enterprising". Learn, but don't put any knowledge into, the "Extravagancies" and "Glassware" sub-specializations.
  3. Craft an Illustrious Insight (lvl 28 now).
  4. Craft as many Projection Prism as you can until lvl 47.
    • Keep using the Gem crushing order from part 2.3.
  5. Craft Pounce and Blotting Sand leaving multiples of 10 (when possible) Rousing Earth and Rousing Fire until you reach lvl 50.
  6. Assign 30 knowledge points into "Setting".
  7. Craft a (*)setting, ideally this levels you to 51.
  8. Craft a Timewatcher's Patience to lvl 52.
  9. Craft 2 Jagged Nozdorite/Puissant Nozdorite or 3, if step 7 didn't get you to lvl 51. You should now be JC lvl 54.
Projection Prism, Pounce and Blotting Sand are the cheapest way to level between 27 and 50 and are the entire reason we go into "Enterprising" over "Jeweler's Toolset Mastery". More about this decision in section 2.6.
Section 2.5: (***)Tiered Medallion Setting
  1. Use (*)reagents, a Lesser Illustrious Insight, and 62(+/- 1) concentration to craft a (**)Setting. If you gain a lvl in JC it may reduce the following concentration costs by 1 per craft.
  2. Use (*)reagents and a Lesser Illustrious Insight to craft a (**)Shimmering Clasp.
  3. Crush the 12 rare gems you have saved, using 90(+/- 1) concentration per craft until you have 12 (**)Silken Gemdust (3-4 crafts, 270-360 conc).
  4. Prospect 10 Crumbled Stone using 90(+/- 1) concentration per craft, you should get 2 (**)Eternity Amber.
  5. Use your (**)reagents, a Lesser Illustrious Insight, and 299 concentration to craft a (***)setting.
    • If you don't have 138 skill because of some RNG that I haven't accounted for, you can:
    • If you don't have enough concentration, my bad:NotLikeThis:, you just have to wait.
The final skill breakdown should be: +54 from JC level, +6 from Lapidary's Draconium Clamps, +30 from Setting specialization, +30 from Lesser Illustrious Insight (Enterprising), +15 from (**)Silken Gemdust, +1 from (**)Shimmering Clasp, and +2 from (**)Eternity Amber.

Section 2.6: Alternatives, Considerations, Conclusions
I hope that the difficulty I had in finding the *"fastest"* way, hasn't come across in these instructions as difficulty to do it *at all*. Because at the end of the day, you can just lvl your JC several slower ways, and you can use more concentration to get better reagents and just wait out your (***)setting. I went back and forth writing this guide whether it was easier to go into "Jeweler's Toolset Mastery" over "Enterprising" but it came down to being able to craft Projection Prism, Pounce and Blotting Sand to level because of the availability of rousing essences and Nozdorite. Mastery I think does come out on top however if you want to craft multiple (***)settings, because the mastery knowledge provides skill (and more of it) to all of your reagent recipes making it wildly more concentration efficient. To level it, you could to craft Crimson Combatant's Jeweled Amulet / Crimson Combatant's Jeweled Signet, if you have the MoH, Revitalizing Red Carving, Narcissist's Sculpture, Jagged Nozdorite, and Puissant Nozdorite. Speaking of Nozdorite, I was maybe a little too stingy only using 2-3 of them to level, but doing so I feel like acts like a sort of bad RNG catch-all, in case of emergency, level with Nozdorite, and you can crush some of them as long as you leave a couple for step 9 of section 2.4. Back to the decision between Mastery and Enterprising, having access to Illustrious Insight is useful for every other dragonflight profession like Tailoring perhaps, though I don't know if you really need them to get the bags.
Finally I want to conclude by thanking @RiverpawGrinder and everyone who commented on his thread for all the leads they gave me. I have spent the last like, 3 weeks putting this all together, hope it helps.

Wow - the whole Jewelcrafting, skill, concentration, knowledge thing has completely mystified me thus far & I've stumbled through more by luck than judgement to be able to craft this thing on my Mining/Jewelcrafting alt. (Created to make use of the Warband Bank. :( ) This is a brilliant, well written & comprehensive guide - thank you.
