But why would it count as a dungeon drop if....it’s not inside a dungeon?Yeah, I'm around the same number. 15ish kills looting with two characters, no upgrades yet. Haven't seen any linked either. Kinda starting to think they're counted as dungeon drops, will be awhile before we can really confirm it though.

the 2 rares are right outside WC, you never know. mobs outside uldaman drop dungeon boes. no one can tell us except blizzard xDIt wouldn't make any sense for it to, because it's not instanced.

RuneChain Girdle didn't get the item level boost on PTR until dungeon gear was buffed. Most of the other rares got it when quest blues were buffed early on. Based on how the changes happened, there seemed to be seperate scaling systems for dungeon loot and quest loot. Most single source BoEs had the quest scaling, but RuneChain was an exception.
Deadmines Cleaver is another one that still had a dungeon ilevel at that point, and people have farmed tons of those without an upgrade.
While I do agree it certainly possible he is counted as a dungeon guy. Deadmines Cleaver is a bad example because you are actually in an instance when farming that, the closest example I can think of would be the trash around Foremans that because Blizzard is lazy share a loot table with some stockades and deadmines bosses and trash.
But the items that drop around foreman’s are items that also drop inside the dungeon. As far as I understand, all items that have a chance to drop from a single mob have the chance to be upgraded to epic quality. Like "The Pacifier" that drops from the rare spawned mob Lo'Grosh in Arathi Highlands or "Foamspittle Staff" that drops from a non-rare mob in Westfall called Murloc Oracle. I see no reason why Runechain Girdle wouln't be able to upgrade to epic? Only thing I am not sure about is if items that drop from a single mob inside dungeons has the chance to upgrade to epic, I haven't seen any of those yet. I hope that is not the case! Also, on the Atlas Loot addon he is counted on the loot table of Wailing Caverns so I am suggesting that he is a part of the instance (even tho he is outside the portal).
