Well since your chest piece is item level 61 you can't put +3 all stats on it. Enchanting has been a bit broken since the pre-launch Dragonflight patch, and to this day Blizzard hasn't fixed it.
If you see people wearing this enchant, they all have it from before Dragonflight.
