EU+US Does this dungeon satchel belt trick work?

Hey, I am trying to get an "of the aurora" ilvl 25 satchel cloth belt on my lock (I have keller's girdle already, I am just building different gearsetups) but I was wondering, can I lock my exp at level 15 and queue random dungeons (which are rfc and deadmines, faster than other 19 dungeons) save up a bunch of satchels, turn xp on, level to 19, and then open the satchels? will the ilvl of the item be 25 and have better stats? thanks.

Yes, you can lock early to limit the dungeons you want and open the satchels later.

I think ilvl 25 belts are GFd though. Dungeon satchels now drop ilvl 23 belts AFAIK.
