If/when you buy the expansion, expect months and months of grinding before you can get your ring(s).
First you have to level up, then to have to get to level your Garrison up, then you have to level your followers up, then you have to do the shipyard quest(s) just to get a shipyard.
You also have to level up your ships and do certain amount of missions to expand your fleet. You also need to run Tanaan dailies for rep for the oil rig and the Arrakoa ship. You also need to kill rares to unlock ship equipment. It really is a commitment if you really want the rings. But, once you have them, you have them forever.
 
You can level from 90-100 and get a shipyard lvl 1 in one day. I'd reccomend getting Oil Rig as well, since you can then supply yourself with Oil for the missions. But after that, you just have to log in daily and complete missions. And you can get the quests for ship equipment shared, often people have an alt char with all the equipment quests uncompleted, and you can just pay him to share them to you.

Good thing gear won't matter if/when I return to this shit game.
 
Solipsist posted a pretty good shipyard guide on TI that helped me get mine. He should repost it here. I can't seem to find it.
 
Pretty much all you need to do is have 8 NE crews, Murloc Crew and an Arrakoa crew. That way you can blast through the missions as fast as possible. Always do your bonus missions. Contrary to popular belief, the bonus missions in the North East corner still pop without you doing regular missions there. As I am only doing bonus missions now and I get bonus missions there on a semi daily basis. I sometimes have two there.
You want
transport(Murloc crew can double as this)
2-carriers(Arrakoa crew can serve as one of these)
2 subs
3 destroyers
3 battleships
If that seems like too many ships, remember the Murloc and Arrakoa crew act like 2 for 1 ships.
You will also have to have unlocked the Ghostly Spyglass equipment. Once the ring mission comes up you can decommission one of your NE crews for a Human/Undead crew for the bonus. Personally, if remember correctly I ran one of mine with a Human and Panda and got a 100%. You have plenty of time when the missions come up to level another ship or two. Just be patient, remember you will have these rings forever!!
 
Have intel and agility (my 2nd and 3rd rings at 81% and 83%, respectively) going simultaneously. Wish me luck.
 
took me around 500 missions to get the first (int) ring, then around 900-1000 missions I got the (str) ring. The following morning after the 2nd ring my last (agi) ring was available to start.
