EU+US DH101 - Tactical Headgun

First off, I hope this is in the right section!

I have crafted 100+ of the Rank 1 "Tactical Headgun" through Engineering.
(I'll abbreviate "Tactical Headgun of The Harmonious", to save time, using "THOTH")
Through this process, I have received only one epic quality (ilvl 725) THOTH

Stats are as follows:
+405 Agility
+607 Stamina
+231 Versatility
+308 Mastery

My friends stats on his are as follows:
+405 Agility
+607 Stamina
+462 Versatility
+886 Mastery

I've even heard of the THOTH having stats as high as +385 ver and +963 mastery.

So, what am I doing wrong here? Is it all just random chance?
All of the other epic quality Tactical Headgun pieces I have crafted, have stats that total between ~450-600, no where near the +1200 total in secondary stats that other people seem to be getting...

Do the different ranks affect the secondary stats?
Just hoping to find out if I've been wasting gold & if there's a better method?
Or if I just need to, bite the bullet, keep crafting them.
 
I think they messed up something with them in this patch or the patch before because there is only the "low stat" version on ah atm and the one I tried crafting is a low stat version aswell. When I crafted them earlier I only got the high stat version...
If you're on silvermoon eu I can give you a pair think I have some in my bank.

Let me see if I can help answer these.
  1. Yes.
  2. 1 out of no matter how many isn't enough of a pool to help due to all the bullshit Compound RNG added in late WoD/Legion.
  3. Nothing.
  4. Unfortunately thanks to Blizz bringing over Diablo Devs for Legion, this is our new reality.
  5. It shouldn't and I haven't heard any confirmation that it does.
  6. Again, unfortunately yes, or troll your AH for the one you want.

That seems to be the case, because I haven't had one item proc higher than +600 in secondary stats...
I really appreciate the offer, but I am actually on US-Sargeras :(

Thank you for the reply, it just seems really shocking that I've crafted over 100, and haven't seen even one pair that has, what would be considered, high secondary stats...

I've received probably 15-20 epic quality, with Aurora and Peerless seeming to be the most popular craft for me, and none of the "duplicates" had stats over +60 combined secondary stats, it was just a variety of +450-600 divided differently.

Suppose I should fill out a ticket and see if I can get a blue response?

Filled out a bug report, couldn't figure out how to fill out a simple ticket with their new system...
Hopefully it gets the attention it deserves, because it's quite arbitrary for an item to be available one day, and then not available the next day, without any notice what-so-ever.

I have this hunch that they changed the secondary stats to weigh based on your rank of the engineering pattern... Does anyone have an engineer with the rank 2/3 pattern that can prove/disprove this theory?

Here's the problem I have with this assumption. I have R3 on everything for several different Professions (still working on Eng funny enough) and NONE of them offer any bonus to anything with higher Ranks, only reduction in Materials.

Mine on my DH is also 1348 Secondaries, just spread over Haste/Mastery.
 
This was changed when 7.2.5 dropped. All the 101 headguns had there secondary's brought down to match other 101 crafted items, from 1348 budget to 490 budget (blue). Epics now have a budget of 540. You will need to find a previously crafted one on the AH
