Reason as to why I doubt it is intended:

1. Blizzard didn't add this tabard at the same time as you could claim Explorer and Achiever tabard.
2. You actually don't "claim" this tabard, you buy it.
3. Can only be bought in IF for ally, and Org for horde.
4. Haven't read anything in the patchnotes about this.

For those wondering why they can't see it, it isn't in the usual "retrieve" menu like before. It is actually in the last page of the goods. You can also buy as many as you wish.0

Additionally, when trying to buy more than one "this item is locked".

Yeah it looks like only people who actually earned the Feat of Strength on their account originally can buy the extras.
