Just try getting a level 110 who has already done the quests in that area to invite you. Make sure that they are in the area first so you get phased together.

I can confirm this still drops. (Quick shitty phone shot to just prove)
Farmed 4 total last night. Two on one server, then two on another sever.
Took roughly an hour total give or take a few.
If you do not have Cross Realm Assist addon I don't see anyone farming these in a reasonable amount of time.
As stated above there are phases of this area and it is either a hit or miss on seeing the correct NPC's.
Good luck out there! I'm sure it'll be nerfed soon.
EDIT:
Drop chance is roughly 4-6% or so, so it's not exactly easy sometimes people just get lucky.

still drop, you do not have to be level 110, do not have to have world quest, do not have to be invited to group, area does not have to be flagged for world quests
felguard legionnaires and wrathguard servitors drop the sword, usually not up at the same time. they cycle with 2 other mobs, core dogs, and felsworn. when they are all killed different mobs replace them. friend told me if i see fel dogs or felsworn at the 2 gate areas.....use LFG and server surf, either that or try another time. if you have a 110 you can wipe all the core dogs and then fesworn to get the cycle back to mobs that drop sword
any level can farm them, just have to out run them, you can kite them to guards up the hill at flight path area, with minor speed to boots and gift enchant to cloak no problem. saw a level 20 druid doing it in bear form, they have taunt and can use moon fire in bear form
one trick i found is if felguard legionnaires and wrathguard servitors are up, leave 2-3 alone, and the same mobs type will spawn replacements.

Absolutely no need to leave any up. I kill all 5 at one Entrance, then head over to the 2nd Entrance and kill those 5, come back to the first and all 5 have repawned, same NPC (they were Servitors when I farmed them 2 nights ago).

You get the sword from the Risen Chieftain, he spawns some demons in a certain %Phase, they have a 7,1000734 % drop chance for this weapon. Which is reduced due to ''guardian loot'' so it's around 5,35534%.

It's not the Risen Chieftain, it's the Wrathguard Servitors and Felguard Legionnaires, they would be spawned at the entrances if you're in the right phase.

I farm them from the Risen Chieftain, pull around 10-20 mobs there. and kill the demons he spawns and the demons at the gate. *Fire mage ftw* Giving me atleast 1 blade in 1 pull.
