Update 6/5: Currently bracket is still "bugged" and level 80 is separate bg/arena bracket and 81-84 their own as well. 80 bracket is growing daily and averaging 10-20 min que times depending how many are online, overall, really fun games still with a steady spread of horde and alli 80 twinks in which both main guilds <OS Gaming> (H) and <Dedicated Few> (A) are continuing to make efforts on this end. Still plenty of boosted/levelers queuing.
81-84 bracket (currently) is receiving faster queue times, however, as expected once the bulk wave of endgame "85" cata players level out, 81-84 bracket should see longer que times as well.
How do we fix this? - submit ingame bug reports! As others mentioned above, every person that submits is one additional chance things will be reversed and fixed. All brackets are continuing to submit bug reports in hopes the "join as group failed" error is fixed when attempting to que rated arenas and RBG's.
I have included below a recent post/update that was received;
"Hello all! I know theres been multiple people helping in (hopefully) having blizz hotfix the bracket separation and "join as group failed" pop up error when q'ing rated arenas/rbgs at sub 85 - the attachment above was a recent update/feedback from a GM in regards to both. It still seems there is hope. Every single person who submits a "bug reports" in game pertaining to these current issues is 1 more chance blizz devs just do a quick fix/resolve."
Whether things get fixed eventually or not, lets be honest, we all enjoy our twink brackets/bgs/etc, and 70-74/80-84 in OG cata/mop was some of the most exciting and peak times for those two brackets due to how much we had access to. Keep in mind with cata re-release being so recently, this was the "start" of the original 80-84 bracket, so understand right now both 80 bracket and 81-84 are still growing!
The more of us who submit/put in our small efforts the better chance we can get access to all the fun again and as well, merge the 80-84 bracket to one like the OG days. Cheers and have a great day!"
Let's all continue to do what we can in ensuring our brackets remain alive and flourishing!
