I'm assuming ur referring to a lapsed sub and not a true F2P. It's likely u had ur XP locked before your sub lapsed and now u can't queue bg's.
It's a bug in the game. U will need to ask a GM to give u some game time to unlock XP as u can't do it while unsub'd. Keep persisting as some won't know what the issue is.
