EU+US Can I use enchants that were sent before sub ran out?

I subbed to wow again since the start of Legion just to make some level 20 Vets to play after sub runs out, and I want to know if I can send enchants to those characters that don't have BiS gear yet, and actually use them when I get BiS gear on them when I don't have a sub?

No you can't apply scrolls on a sub off account.

I'm fairly certain you can only apply very low level enchants. You can't apply any of the good BiS enchants once the sub ends. Do your best to get the gear you need before the sub ends. It took me a few tries at going Vet to work it all out.
You should be able to chant as a minimum some looms while sub'd.
I usually keep the BiS items in the bank and when I sub up from time to time I'll chant them up then. Though you can still use the items in iPvP without the chants.
