Here http://www.wowhead.com/item=12984/skycaller this has the most dps for Shoot... if that matters at all. Otherwise it's like a 4-5 way tye for ilvl 21

BiS would be the legion invasion wand, which has an ilvl of 24/29/34 depending what tier you got. However, since that is no longer obtainable, the ilvl 21 wands are obtainable BiS. You could use wowhead's itemfinder to narrow down your search. Personally I get the wand from the rare spawn in Wailing Caverns.
