BiS 29 Outlaw Weapons [Need Help]

Is it because the proc rates aren't significant to the point where it affects the ppm?
Ele force is Real PPM which means it will proc 10 times per minute on avg no matter how many extra hits you get. The only thing that affects RPPM is haste, 10% would make ele force 11RPPM.

So an extra SF bolt wont increase your RPPM, something like a dot like the one BvB has might be useful to proc ele force when you’re out of range but even that is so minimal it doesnt matter.

Scaled midnight mace and bvb definitely offer the most agility but I would still rather use a higher topend mh.

Only wep with a higher topend is https://www.wowhead.com/item=156998/cudgel-of-naralex&bonus=3647 with 12-16 instead of 11-15 but the DPS is 3.99 instead of 5.1 and it only has 4 agi. The slow speed might make it worthwhile, idk
 
EF is RPPM. The weapons could have 100% proc rate and it still wouldn't make a difference.
That is true. But surely it would help in the opener? The RPPM wouldn't change but the times at which they'd proc could happen earlier if you had more instances of damage occuring at once? That was sort of my reasoning.

Yeah, it could slightly frontload an earlier EF proc. But its a very low chance of it happening. And even over the course of a cheap shop opener, you're unlikely to see an extra proc with it. Your second proc might come slightly sooner and the 3rd proc slightly slower because of it.
