Talwar is 1.7PPM, 2x is 3.4PPMhaving 2 swords on average will give you 4-6 procs per min.
There is no cooldown. had 3 procs in row back to back.

Ele force is Real PPM which means it will proc 10 times per minute on avg no matter how many extra hits you get. The only thing that affects RPPM is haste, 10% would make ele force 11RPPM.Is it because the proc rates aren't significant to the point where it affects the ppm?
Scaled midnight mace and bvb definitely offer the most agility but I would still rather use a higher topend mh.
