EU+US BG Boxes: What can you get?

So far everything but Trinkets, Neck, Cloak are being looted. An I've noticed something else, even within the 'of the Arurora' procs and even if it's the same Blue as another, you're not guaranteed the same Secondary Stats. I've seen 2/2 Haste Versa and also 1/4 Haste/Versa on the exact same pair of Boots, both with Aurora.

This is correct. The only armor you can get at this level is the chest, wrist, legs, and the feet. You can also get weapons, a shield, and I believe an off-hand.
No head, shoulder, back, or belt pieces are available at this level.

7.0 has been out for what 4 days? Nobody knows 100% for certain that you can't get a few of the pcs (except Trinkets) for the 10-19 Bracket. Unless someone would care to link a Blue providing 100% factual evidence that Helm, Shoulders, Cloak and Belt are NOT in any way Available then fine, otherwise only time will tell.

Here is my reasoning:
1. Those 4 items have never dropped in boxes for me
2. The BG box armor for clothies is titled "Auxiliary". (Auxiliary's Robe, etc.)
When you look up Auxiliary on Wowhead, you'll see 8 items. The first four (chest, feet, wrist, legs) are the slots that drop for us as 19's. The item levels of these are all 43. They all have tan/black icons.
On the other hand, there are 4 items (head, shoulders, hands, another legs) that have an item level of 62, with red icons.
Based on our experiences with BG boxes, I think we conclude that these "red icon" items don't drop for 19's.
The cloak is not shown because all cloaks can be worn by any armor type, and the cloak likely has a unique name.
Obviously, these item levels displayed are not correct for each bracket, but I think we can assume that they have different level requirements to obtain.

Your reasoning is quite sound and you may absolutely be correct. I'm not trying to say the folks here are completely wrong, but that there hasn't been enough time for it all to be tested properly. This is one issue that TI and XPOff has always had, and it may simply be a Human thing (I'm also guilty of it). There are individuals who reply to this or that Topic stating that their comment is absolute fact even though they can't actually have that information unless they work for Blizzard, hell even then GM's get things wrong all the time.
Wowhead having these items listed from the Legion DB dump is a great place to start, then having us actually acquire said items is the "proof in the pudding" so to speak.

I completely agree. What comes to mind is the person that tested brushwood blade (3.0 speed sword). I don't remember who did, but he said that it is way inferior to the 2.8 speed heirloom. While he might have been true at that time (ptr), I have personally tested and found that slower daggers of extremely low quality still do more damage than heirlooms. It's all about testing these things over and over, until we have correct answers to our questions for sure.

This is the first version of the BG box. You can obtain this box in the brackets 10-19, 20-29 and 30-39.
These are the items people have been receiving at level 10-19. As you can see these pieces have an item level of 43 like the box which is the exact level of green BG box rewards at level 39.
This is the second version of the box. You can obtain it in the brackets 40-49 and 50-59 and it has an item level of 62.
These are the items people have not been receiving at level 10-19. As you can see those pieces have an item level of 62, the same item level as the second version of the box.
