I gotcha, so in other words, the 24 bracket at large is a bit of a joke thanks in part to the big pool of free account players, and in part that it (according to you) seems to attract really bad players. (in other words, the 24 bracket attracts baddies because they have a better chance to feel better about themselves due to less intense competition found in the guise of ftp players).
I would posit that the average WoW player, period, is really bad at pvp, and in all brackets, including endgame, so I don't think that the 24 bracket is all that special in that regard. I would go so far as to say that 95% of all people who play wow are bad at pvp, that it's more or less a carebear type of pvp environment (as opposed to, say, Eve or Darkfall or Age of Wushu, where pvp has stakes that are palpable enough to create adrenal reactions in combat, and where you can lose everything you've put so much time into acquiring - so it s be good or perish).
The reality is the 24 bracket houses the same playing field for everyone that enters it. The fact that ftp 20's are involved makes it LESS predictable and more volatile. If you end up on a team that is over half ftp, and the other team is stacked 24's, that's a challenge. It's one that's probably not going to end well for you, but it's a challenge. Because of that, I think the presence of ftp players doesn't necessarily make it "easier" to win in this bracket, since you never know which side is going to benefit or be challenged by it.
