Arena master trinket

Is it still possible to get this trinket? I looted it on my level 19 hunter and it was saying I couldn't start the quest until level 30, did I arrive to the party too late?

thats a damn shame, i want to see more effort being put into twinking, b/c if you see a twink with 2 of them you think "holy shit this guys either 1. knows what he is doing, 2. he is really passionate about twinking, and 3. why tf does is have so much stam for a lvl 19 trinket
