Are heirlooms BIS for lvl 20 f2p/vets?

Pretty much the title. I've decided to come back to wow but I judged that the game wasn't worth paying a monthly fee for so I decided to have fun my own way through my f2p veteran account. I've been looking at guides, specifically BIS gear guides and I keep noticing that my heirlooms are far superior than anything recommended (but maybe the gem slots make the difference?)

Thank you for your response. So it is practically useless to do other xpac contents for gear then if I'm understanding correctly? Also does the fact that this WOD gear doesn't have 3 gem sockets like, say, BC gear does still make it BIS? Overall I think I'm looking at some very outdated guides as none of the ones I looked at mention WOD gear/warforged gear. Is there any up-to-date guide that I can look at, if I may ask?

The gear you want is 95% from WoD, and it’s better than TBC gear with sockets, there are some Classic Dungeons that drop epics too that are good, for example Circle of Flame, Runeblade of Baron Rivendare and so on. You can also do a few TBC dungeon quests that have a chance to upgrade to epic, which will also have socket slots. Amazing and very helpful response, thank you! I guess it's off the the dungeons with me. I'm confident my priest can solo them, though weirdly enough, WOD content is my favorite so this should be right up my alley.
