no, i fully believe in this too. there's gotta be a mechanism that ups your chances when you haven't had an upgrade in a while. early patch i'd get my wod garrison done then sit on it a while before going for any 1time drops. it's not perfect but i think it helped.

Im fully convinced that each character rolls with a hidden stat for "loot luck" and that there's a "bad luck streak" mechanic similar to enchant procs that benefits them to a different degree.
 
I think the inner 'luck +%' builds up ina few ways ( & this is just me own theory here )
- Leveling. Notice while you're stacking levels, you'll routinely get upgrade procs on quest & world gear.
- Time Off. If you don't play a toon for a few weeks/months, they build up a charge of 'luck'

I have noticed this phenomena with max level toons in old raids, walking out on extremely rare mounts & with extremely rare gear; & with lonely, ignored twinks; who moldered in their Garrison or some Hamlet in a forgotten zone. Hopping back on with them & whacking some random mob rewards a rare world-drop as if by DEV-ine providence.

- Once your level progress stalls or completes, I'm just not sure. There's no rhyme or reason past hitting your head against content & praying for a bonus-roll on loot quality or dungeon drops. I definitely know that the 'luck +%' fades with the toons you play the most. I think we've all felt that at some point during play.

I thought about this too, but I've had WAY too many 'cursed' toons see their luck reversed through dogged perseverance & long periods of not playing em.... poor guys.

That seems to be very likely, just yesterday I logged to my long forgotten dh and I had 2 upgrades in a row from a rares, the day before I went on my old warlock to run maraudon and got the blade on the first run. Yet my main have not seen upgrade in a long time

I think back on Legion they added some sort of bad luck protection, that would increase the chances on getting the expansion's legendary items and other drops.

Probably that extended to other areas of the game, as I noticed the trend of "returning player gets a cool mount first try".

I think the blade has a really high drop chance somehow. Did ~10 runs on my Tank yesterday and at least 4 blades dropped.
 
Pretty sure the dungeon epics are just treated like any other boss drop now (except mounts), as in the same % each.

Bigger the loot table for your spec, "harder" the item is to farm... just rng, not special rates for purple loot.
