It might also be worth noting that the rare in Frostfire Ridge called Ogom the Mangler might not exsist. I base this on my own experience of looking for him daily for weeks. Aswell as the comments on wowhead. Or maybe hes just rare as in TLPD rare.

Same situation. I've looked for him 2-3 times a day for the past 2 weeks or so and haven't seen him once
 
There are more apexis rares that aren't listed in the wowhead guide. https://www.wowhead.com/item=119351/slime-coated-kingscloak?ilvl=25 for instance from https://www.wowhead.com/npc=78260/king-slime in Gorgrond, a strength cloak option that's not on there. I think that the ones in the wowhead guide are the ones associated with the scouting missive areas around Draenor, but there are others that aren't necessarily in those areas. Also, it would probably be good to over time prune or at least note the ones that don't spawn anymore (i.e https://www.wowhead.com/npc=87622/ogom-the-mangler ) or are inaccessable due to phasing issues in Talador (i.e. https://www.wowhead.com/npc=82920/lord-korinak ).

my understanding is that for these, warforging and terts are mutually exclusive. so small chance of socket+warforge or socket+tert.

at one point, and i think still, repeatable-kill rares on both sides of the river near akeeta's hovel, in smv and spires, can be looted by 20s. not all of them though. some of them have tricks like having to enter a shadow world by clicking a thing before they're seen. last i tried i think they dropped items too high to be equipped though? people who got them at the right time can still equip them despite it saying they shouldn't be able to.

i'm sure things are missing from this list. check it against the subguides that descend from this metalist. it'll include the 1-time drops as well though. but there's still more repeatable one's i'm pretty sure.

IT's not perfect either... eg it lists demidos's loot as apexis crystal when it can be void-touched diamond necklace. i wish i could find the old guide i used to use... i know it was linked in the 20s uber thread on prepatch. there's at least another frostfire ridge one that SHOULD be listed and isn't, though it suffers from being behind a quest we can't get at lvl in order to enter it's shadow-world. something cloth my priest wanted and took me forever to figure out the problem... i know there's at least 3 relootable ones in the iron siegeworks area and i only see 2 listed in the originally linked guide...

+1 to Ogom the Mangler not spawning. I have looked for him for some time now and haven't encountered him at all. On Wowhead people also complained about the problem so I think it must be bugged.

You have to sit your lowbie at the edge of the phase and have someone in the correct phase drag them outside the phase to you. If you kill them while they're still too far inside the phase the corpse may phase away before you get close enough to loot it.

The most common one was an agility ring drop, i think? the 20 stands at the top of the steps at the edge of the phasing and once the mob is taunted within range, the 20 can tag it and drag it out of the phasing. Or just tag it and have the higher level drag it out to looting range.

It used to be difficult because people were farming old rep and the mobs show up on your map so any 60 flying over could just kill them before they got dragged far enough to be seen outside the phase. I used taunt to tag and drag them myself, any damage ability by a level high enough to be in the proper phase was likely enough to kill them...

I dont have any with sockets but the one I tested took a long time to proc even once. As Icehawk said, underwhelming.

I did complete all of the quests in the zone including the attack on the city so now whenever i enter the area all i see are some Draenei walking about and some corpses from the battle.

I've done minimal quests in Talador (but not none) and none of the Story Progress chapters. I also see no enemies inside Shattrath City.

Is there anyone who can see rares here as 20? Should I progress further into the story in order to see them or is this a phasing issue for all of us and no solution for a F2P?

If you want the Talador/Shattrath rares you should stand your 20 on the beach (where the orcs invade on boats) and kite the rares (using a higher level) to them in order to loot them. This also works for other zones/rares where the level is normally too high for the 20, but I don't have an exact list. I guess a lot of the knowledge is gone because this is what everyone was doing back at the beginning of SL.

I have a update on the "phasing" problem. The text below is a copypasta of the reponse i got from a GM.

Hey there *Blank*

This is Game Master Turworina. Looks like there's a situation around phasing in Talador. Let's clear that up.
After taking a dive into it, I caught where this is a known issue.
I added it to the reports, and please do submit an ingame bug report. That grabs ingame data that Customer Support doesn't have access to.
It's then sent directly to the Developers and QA team to make use of.
Now tricky part is that there are currently no workarounds.
If we tried forcing the phasing to change, it could end up breaking the zone or even your character.
So unfortunately that means there wouldn't be a way currently to get the phasing back on that character until the bug is eventually fixed.

In normal chromie time, once you reach the cap for legion (like 35 or something?) pretty sure you are moved to the proper phase to see the rares, so no questing required for the puller... just careful tagging cuz your damage gets multiplied to instagib pretty quick and then the 20 cant reach the corpse to loot it.

I use taunt to tag and drag, once the rare is in range the 20 can shoot/cast at it and it'll run out of the phasing at the 20.
