2 days ago I had my account recovered. While searching through all of my characters to inspect them encase they had been stripped of all items and gold, I logged on to Mummified on Frostmourne. Upon entering the game world this character instantly leveled to 20 even though his last condition had experience disabled in order to preserve him for game play in the level 19 battleground bracket. I have since created several in-game petitions inquiring to any solution to my problem and have been told I can not de-level a character.
Having understood this I would like to request a transfer of items to an identical character archetype, Undead Warrior, that I would level myself to level 19 in order to replace the current character. I have already set up the new character, its name is "Jerald"
I have not moved the original character since the moment I discovered the change in level. I would also like to request the help of a specialist in this matter.

I've heard that GMs can, and have done so for numerous other people with this very same problem. This isn't world peace or feeding the hungry. Its moving some bits of data, item id numbers, its not difficult. I know, and you know its very possible to do this task. I spent a good portion of time on that server specifically for 1 item on that 1 character. I have followed the path Blizzard set before me in order to prevent this very situation from occurring and as a result of Blizzard's actions, not mine, the character's ability to gain experience was turned back on.
Quite frankly there is nothing left on that server for me at all because of this situation and the entire time spent on several supporting characters is wasted as well. I know the solution to this problem is very easy and it does not include another canned response.
Again, I respectfully request the assistance of a specialist.

First, I'm very sorry to hear about what happened. I know where you're coming from, and I completely understand the frustration this situation presents.
However, since these items are designed to not be traded once bound to a character, we do not swap them to other characters. I'm very sorry about that.
