The answer is very simple, and has been used for decades in other CTF games.
Don't reward all kills equally. Reward attacking FCs, people healing FCs, people within a certain distance from FCs, or attacking people who have recently done damage to FCs.
If players are farming kills nowhere near an FC, give them 1 honor for every 10 kills. The current scoring system is not appropriate for a CTF game. It is more suited to team deathmatch, so it's no wonder players end up playing that way.
The respawning team already has the upper hand on the campers imo.

At endgame you gain more honor from winning the games.
They made the graveyard changes for END GAME because it gives the opposing team better chance to capture the flag because as they whittle down your defenses, they just can't run back into the flag room, so you're encouraged to capture the flag.
At lower level brackets, it's more profitable honor-wise to farm so they can just cut off all exits to the graveyard. This encourages you to reach end-game PvP quicker and level out of brackets, and pay for their game.
This doesn't nessisarily destroy lower bracket PvP, but at times it completely discourages players to play.
Blizzard probably likes this, because playing a lower level twink bracket means players play less to reach "their end-game" and players who play to the real end-game are too invested to unsubscribe, where as in the past on any of my twink accounts, I let them freeze all the time, because end-game for me was 18 levels and a few gold pieces away.
TLDR;
It's another mechanic to encourage you to subscribe. And it's not going to change in the foreseeable future. Just put this on the back burner with Hunter's, Kale, And leveling past 20 as a trial account.

It is very trashy, and very unbalanced. You can't get out of it, and It's bull shit. It's just asking you to camp people,I think that a few seconds of invulnerability would help quite a bit, although as several people said the real issue is the scoring system. How the fuck do you get HK's for being a spirit the whole game? The pvp scoring system needs revamping big time. You shouldn't get honor just for being in the BG. Healing an FC should be extra points over healing someone else. If you 1v1 with someone and win, you should get all the honor instead of everyone in the BG getting credit. These are just a few out of hundreds of examples.
As polished of a game as this is, I think it's crazy that bassicly every other multiplayer game has a much more elegant, efficient and complex scoring system. I mean, correct me if I'm wrong, but right now in wsg, everyone gets honor for a cap, everyone gets bonus honor for winning and everyone gets credit for every hk. The only mechanic that is based off an individual is losing honor from a death (right? or no.. im not sure)
If the scoring system was changed, it would make the game more fun, encourage objective gameplay, and reward pro skills instead of rewarding mindless camping(which is def the best honor atm).

The blues on the EU forums said that it was to prevent gy farming and gy camping.
