About to roll a 64. What class?

Ettansnus, yes, on a plate it might work since there are more items with sockets available (if you use mail). The best you can get on a clothie was something around 20% I think, which was not worth it, since you sacrifice a lot of stats and can't be hitcapped.

Which is another problem btw - 60 lvl player spell hit cap against 64 lvl player is 20% (compared to 4% 60vs60). In order to get there you basically have to gem all hit..

Pretty much this. To be specific, it's the fact that the 60-64 gem gear pays next to nothing out of its stat budget for its gem slots.
 
im sure they budgeted out primary stats for the gem slots. i think the problem would be they budgeted the items with green, or possibly even blue quality gems in mind - i mean, remember, that these are hellfire greens/blues and not intended to be used at endgame 70 and have epic gems. and especially not made with the thought they'd be used with epic gems against lower lvl players w/o them. they were made with the intention of getting i, toss some cheap green/blue gems in there, and replace it in a a few levels, tops. bit of a miscalculation by blizz, but thats not really anything new



at least thats my theory on the budget of items w/ gems

That's the PvE spell hit cap -- PvP is significantly less. Though how much less, I don't know yet. Still working on that one.

I don't know about that. Compare Leggings of Polarity with Lifegiver Britches Both are ilvl 85. LoP has 69 points of primary stats and 28 points of secondary stats, which is a little more than LB's 72 points of primary stats but offset by the fact that LoP is Epic while LB is Blue. So where exactly out of LB's stat budget are its 3 slots coming from? Even if you're right and Blizzard figured people would just put BC green gems in those slots if you look at the level appropriate gems you're still getting way more stats then an Epic of the same ilvl.



Honestly the best and easiest way to balance things would be to put gem slots in existing lvl 60 raid gear.
 
they may be the same ilvl but they must have changed how many points gear for ilvl gets when the exp came out. considering one is naxx lvl epic (if a piece is the same ilvl dont they get the same budget regardless of rare or epic?) and one is a BC blue it makes sense when they made the gear reset



big difference btwn epics from the last raid of an exp and lvling gear from the next exp - just look at the cata 78-80 greens compared to 277 lk gear
 
Could simply make wrath gems unusable for players below 70 and take high powered bolt gun/ big dady bomb away with it, just let it read that it wont become active before level 70 on those already socketed. Easily doable even in a hotfix that. A harder path would ofc be to make the battlegroup 60-60 70-70 80-80 ect making 60-64 into 61-64. Or even better make 60-60 / 70-70 / 80-80 rated battlegrounds.
