EU+US A new PTR item that allows us to get AP from killing stuff

A couple of days (weeks?) ago, a new item was added on the PTR.

Item Level 110
Binds to Battle.net account
Use: Allows you to sometimes find artifact power items when looting enemies.

Ineffective above level 109.
(30 sec cooldown)
Requires Level 98
"Used by Legion wyrmtongues to find hidden artifacts."

It's bound to Battle.net account, which means you can trade it from your 110 to your twink. It's meant for level 98 to 109, which means it's meant for leveling alts and us twinks.

I have not tested the item on the PTR, so I have no clue how much artifact power this is going to give, but I'm hoping it will make farming AP a little less tedious (running Neltharions Lair 100 times in a row gets a bit annoying)
 
Further information from a WoWhead comment on the item

"This is a consumable item that, when used, gives a buff that lasts 2 hours.
The buff data shows a 10% aura proc chance.
The buff also lasts through death, though likely will be removed if going into an instanced PvP situation."
 
I'm about 99.99% sure it's going to come from a random vendor on Argus, purchasable with the new version of the Nethershard currency. Think of all the random stuff you can buy from the vendors on the Broken Shore currently with Nethershards.
 
Making gold with skinning and getting a shit ton of artifact power ... that does sound good. :)

Does someone on the PTR has access to it and can try it out? 10% proc chance seems very high. (Would like to know how much ap each item gives.)

I'm not going to get my hopes up so I'm going to guess it's around 150-200 AP. Sure, if it was more than that it would be amazing.

Coulda been put differently, like maybe an explaination. AP grinding has a challenge factor. This would take away from that a tid. I DO like that 101s have access to the actual item and you don't need a 110. That's right up my ally as I hate max level

Well it might not be as easy to obtain as we might think. If I had to guess, the best case scenario would be that these are obtained through gold or order resources from class hall with little to no effort. But it's also likely that they could cost nethershards as stated above and require some sort of rep. So we might be going back and forth to our 110s and 101s to farm for these consumables.

Stormrage is one of the highest pop pve server for alli. Great BOE market with tons of items constantly being posted with high IL and leech and such. Also we have a twink guild there called <BC Gaming with 3-5 twinks on at all hours
