I think this list needs a serious cleanup. The bis might be pretty self explanatory but most of the people listed are seriously outdated and haven't been active for a long time.

Possible on horde, not on alliance, since the final quest turn in for alliance phases out the experience eliminator (and would likely ding ya to 100). But I guess you could always try a ticket for Blizz to lock exp. Just say something like "Experience eliminator isn't there, and I'm trying to lock my exp"

Worst case scenario, faction change.

It's possible on both, still. A 99 DH was just completed a few days ago on Alliance. Alliance is just REALLY difficult to do.
