Alright, I'm *this* close to trying WoW again for a month, and I'm getting my gear farming list back together. I have questions that seem to have differing answers at the moment, so I wanted to get updates for what I can expect when the prepatch lands (understanding that things may still change).
1) Did the level requirement for the 5% stat bonus go back to level 50 e.g. can my shammy wear cloth and not lose a ton of stats?
2) Do set bonuses work again in BGs (looking specifically at the Green Dragonscale set)
3) Do all gear stats matter again, or just primary stats?
4) Do gear procs work again in BGs?

I don't think "Survs" had anything to do with it. I'd say several other classes are equal or superior; ret and arms immediately come to mind. Most of the people I know who play(ed) 49s left because of stat templates, lack of customization, and not enough competition in the bracket. And now we are coming back because all the things that make XP-Off fun are coming back.Amazing how survs made people run from the brackets.

I'd recommend using bfa.wowhead.com, which has BFA-updated info on pieces. Here's a search on that site, which shows the full savage gladiator set.

There have been much worse instances of imbalance in the 49s bracket. Survival Hunters don't even come close to the levels of imbalance we used to deal with. And people still played through those times of imbalance with aplomb. So if there is, in fact, a current balance issue (and I don't know that there is), it's so far down on the list of reasons not to play as to be a non-issue.
Side note--if the item you're looking at doesn't automatically show the scaling ilvl, click "item versions" just below it and then choose "scales with level" and it will show the scaling version.I missed that -- most of the other gear on WoWhead requires that I find the right "scales with level" entry. That's the first one I've seen that just uses a slider.
Edit: looks like a difference between how WoWhead handles BoP and BoE gear.
There are no balance issues in the 49 bracket currently. People will lose in duels classes they are COUNTERED by and complain of imbalance. I lose 90% of the time to good priests as demo because it counters my class. Doesn't mean they are overtuned or broken.
