I did a weighted search for gear on wowhead.com where i assigned a weight to each stat and i came up with the Glowing Brightwood Staff. It's a very interesting thing to do. I changed the weights in a certain range which still seemed acceptable to me and took the gear that showed up the most.
Example:
Stamina: 80 (for non-healing classes i take 100, if you have a talent modifier to sta or hp like locks have then change the value accordingly)
Intellect: 100
Spelldamage: 110 (damage is most important as a shadow priest for a disc priest i would have used 80 or so)
Spirit: 15 (probably 25 for disc where you get in combat mana regen from spirit, more if you have a spelldamage increase from spirit like a balance druid or lock)
Mana regen: 15-25
Crit rating: 25 (as a balance druid this would be weighted way higher)
Hit rating: 20 (Shadow priests usually have enough hit rating by talents, as a rogue you would probaly weight this way higher)
Just did a weighted search with this numbers and i came up up the following order (all pretty close):
Glowing Brightwood Staff
Kindling Stave
Staff of Jordan
Zum'rah's Vexing Cane
But according to where your focus lies i think all four are viable choices.
As for 1h/Offhand choices, those all look inferior to the staves. Best combination would probably be
Hypnotic Blade with
Cloud Stone but Hypnotic Blade can't get TBC enchants, don't know about the green "of the" alternatives but i suspect those wouldn't be really better either.
